The Australian Government’s Support at Home program replaces the Home Care Packages (HCP) and Short-Term Restorative Care (STRC) programs. Understanding Home Care Package Levels and Support at Home Classifications
As the aged-care system transitions, it’s helpful to understand how the old Home Care Package (HCP) levels compare with the new Support at Home classifications. Both systems are designed around one idea — matching support to your individual needs — but the new program offers more flexibility and eight classification levels instead of four.
Your level or classification is based on your assessed care needs, from lighter day-to-day support through to more complex or ongoing care.

What It Means for Your Costs
- Contribution model changes: Under Support at Home, you pay only for the services you receive. There is no more package management fee.
- How contributions are calculated: Your contribution depends on the type of support:
- Clinical support: fully funded by the government.
- Independence supports and everyday living services: co-contribution based on means (your financial situation).
- “No worse off” guarantee: If you were already on a Home Care Package approved on or before 12 September 2024, you’re protected under the “no worse off” rule — you’ll pay the same or less contributions under Support at Home.
- Transparency: You’ll receive statements each month detailing how your budget was used, services received, and your contributions.
